I can answer this if you don't mind. He's referring to the cowl vent damper that is missing from my truck..... "phantom" as in ghost, as in you cannot see it (because it isn't really there).

OK, so if it is gone, as in you removed it and threw it away, then I suppose the hole is open 100% of the time.

It is most definitely gone, but I did not remove it or throw it away. So yeah, the hole is wide open. I have owned this truck for 40 years and until this week I didn't even know that part existed. My only guess is when it was painted many years ago, it got broken off and tossed. It will be replaced.
