Wipers stop at top

I've been looking all over but can't find a solution for our year trucks. I've been having tons of wiper problems on my 83 C10. The biggest now is that the wiper park mechanism is stopping the wipers at the top of their stroke every time I turn them off. Anyone know where this problem is originating? Some years have a part of the park mechanism in the arms that goes bad, but I've examined the wiper linkage up close and I don't see anything that would have to do with them parking.

I think I'm going to hit the salvage yard and start by getting another motor. My washer pump already doesn't work on the current motor so I have reason to try out a new one. I'll make sure and update if I find a solution.
