1970 250/Rochester Monojet vacuum line question

Just got done rebuilding my carb and I want to put everything back together factory-like. What is this? (Arrow in first picture). The input line is from the vacuum advance on the distributor. The output line goes to the carb. Does it connect to the vacuum break (upper arrow in the second picture) or near the throttle adjustment screw (lower arrow in the second picture.) Any hints on how to test it to see if it still works? Thanks!

The first arrow points to the TCS(Transmission Controlled Spark) Solenoid

Hey guys I was curious if the TCS solenoid is for auto, manual, or both?
I have a 72 250ci with this mounted behind the carb. Is this the TCS? It hooked to nothing currently so if it is that definitely will help my cause. Thanks.

From your pic, it is located where my throttle stop solenoid is, but that solenoid does not have any vacuum lines going to it. I can definitely see the two nipples for them, so I would say yes, that is the tsc solenoid.
