Carrier bearing

I have a new replacement carrier bearing, came with this washer, can't see it in my books so what's its purpose?

Maybe a sleeve for a smaller diameter shaft ? They make these things to fit multible applications

Old bearing is a bca 88107yy and it also shows this washer online,I'm thinking it might go on first towards the shaft.

goes on after the bearing as a lock like wheel bearings on a ford 9 inch

60case that makes sense, I measured where the bearing rides on the shaft and noway it goes on first. Thanx
