Seat Belt Bolts

I've researched a few threads and still have questions.

I'm putting in shoulder belts in my 69 and I dont have the original hardware.
The new kit comes with 1/2 course thread bolts for the floor and 7/16 fine thread bolts for the pillar mount.

None of them seam to thread in and I don't want to strip them.

I've read that they are interferance threads but I don't understand that.

What am I missing?

I used my chaser on the pillar 7/16 fine thread they were good.

I tried to use a 1/2 corse on the floor holes and can only get a few threads before it gets tight. Should I continue trying to chase those? Are they really 1/2 corse?
