3in front drop and 2in rear

If I drop the front end of my 69 3in with springs, do I need new shocks?
And if I drop the back 2in with springs, do I need new shocks?
I notice everybody drops the back more then the front. But if I go 3in in the front and 2in in the back, it will make the space between the fender and top of the tire the same.
