I didn't have to steal for a sticker. It's been a while, but one year I lost my sticker I was sent. I went to DMV with my info expecting a hard time. But they just gave me another one, maybe had to pay a few dollars, no problem. Then my original one turned up. I thought, "Hey, there's a way to get an extra sticker". I realize the original was invalidated, but for zoning allowing only one unregistered vehicle and a guy with a few unregistered trucks..... .

Here stolen plates get put on stolen cars to avoid detection a little longer. Steal car, steal a plate, stolen plate may not be noticed for a few days before it gets reported.
