Torque setting for rear shackle?

I looked in the manual and it calls for 90 ft. lbs rear shackle bolts (1972 Blazer). Does that include the one pictured where the shackle bolts to the spring, where the shackle bolts to the frame or both? Thanks.

Both, ideally with weight on them. They lock down on the serrations on the sleeve
