307 Chevy motor

I read an article about the 307 engine being a 350 cast block with a small (3.875) bore & the only reason the 307 got a bad rap was because the cam was mad from very soft material causing the cam to flatten really quick which made it sluggish. This giving it a bad rap. Am I wrong.
