Wheel Well Heights

I have a saggy butt, and an unknown lift height. I was told 4", but the front seems higher than that. The rear is on 4" Blocks, which I'd like to convert to a shackle flip. I think I want to switch the front out for a 2" lift, which I think should solve my sag.

But, measuring center of hub to the top of the wheel well I get the following measurements:
Rear 25"
Front 29"

I am assuming that the top of the wheel wells aren't the same height front to rear, right?
