How do I replace the windshield roof bow?

68 Panel truck windshield frame. What is the best way to do this? Do I drill out the spot welds on the old bow from the top roof drip rail, spot weld, prime and seam seal it when done? Or, do I drill out the spot welds from below in the windshield channel, spot weld and prime? I do have the inside header piece cut out and it's going to be replaced too so I can access it from either side. BTW this is the worst part of the drip rail and it looks worse in the pics. it's actually pretty solid.
