panhard/track bar

I'm in the middle of a 14 bolt swap and had a question about installing the panhard bar. I don't think I'm going to use the adjustable at least not yet. I'm just going to reweld the old bracket on the 14 bolt. Should I have the truck sitting on the ground (rear suspension loaded) or would it be allright to have it up in the supported on the frame (unloaded)? When I took it off the rear was hanging and I thought the bar would be under tension but it wasn't. So that made me think that it would be under tension with it sitting on the ground and free when the rear suspension was unloaded. Is that right? Any help would be appreciated.

I think at ride hight you want it to be level and the axle centerd.

Its only under tension when you are going around a corner.
It should be level at ride height.
