Is this the correct tool to remove the windshield wiper arms on a 68 C10? Thanks.

Yes, that's it. It just takes the tension off the post.

Re: Tool to remove wiper arms
When I took the wiper arms off my '70 I didn't know what I was doing and I pulled out two little small clips that seemed important for retaining the arms, then was able to get the arms off pretty easily.
But when I put them back on, it sure didn't seem like they needed any help! I then went to new reproductions in stainless that didn't have separate clips that I could see. So, inquiring minds need to know - are there clips that get removed? Every arm I've pulled since I just rotate a little to get the head in line with the shaft and it pops right off with a little help. But I'm pretty sure I'm not doing it right.
