Dash pad laying flat?

Does anyone else's dash pad raise up on the left side? Is there a trick to getting it to lay flat? TIA

There are some pretty hard to get to nuts under the dash. Are they on all the way?

There is one on each end and a few along the length of it. Then there are some phillips head screws on the outside bottom. You can access it all easier if you pull the instrument cluster. Its not a must do, if you have the right 1/4 ratchet attachments

Looking at it closer, it looks like the material has separated from the backing, might have to add a new dash pad to my list.
