Caliper dust boots wont stay in?

I'm rebuilding a pair of 76 C10 front calipers and can't get the piston dust boots to stay in place. They fit the piston side fine, but the metal ring that's supposed to press into the caliper housing just pops right out. Has anyone ever run into this? I'm half tempted to try to glue them in with some RTV. I'm using an AC Delco kit.

are you sure there is not left over metal or rubber on the lip of caliper. I would say if they dont stay a little silicone wont hurt since they are just a dust boot.

They're totally clean, wire brushed and soaked in the parts washer. They press in by hand with almost no effort but come right out when the piston extends.
