Fuel Pump Not Clicking When Ignition Turned On - 1998 5.7 Vortec

I replaced the pump about 10 years ago with a Delco pump and the truck has been sitting for about 5 years. Can the pump go bad by just sitting?

Just tried to get it going again and it will run for a few seconds when I pour gas in the plenum but then goes dead again.

The gas gauge is also pegged at 90 degrees past Full. Is that a sign of a bad pump?

I did what this guy says but still no clicking of the pump even when straight wired from the battery to the pin for the relay.
