Loose ground wire by junction block

Have a loose ground wire mounted on the brake booster near the junction block. Not sure of it goes to the block? Anyone recognize it?

Only electrical issue I've noticed is a huge alternator draw at idle with the blower motor in high speed position. Appreciate your help if you recognize it.
