PTO Frozen cannot engage

Posting here on my 1970 C30 dump truck.....Rarely use truck, sits inside unheated shed during winter months..went to raise dump body & cannot move handle/cable....Crawled underneith, seems like lever is frozen will not move after penetrating oil & tapping lightly with a hammer.....???? Never had this problem before????

Is the transmission in neutral?
Drive it around a bit forward and reverse and try again?
Get under it and have a look to see what you see?

Every suggestion you made, I did....Seems the bind up is internal... loosed the cable so its not a frozen cable....I'm not at all familiar with PTO's, My guess is the dump body which is a "Wood" body, was put on when the truck was new....Just seems unlikely that the body dumped last fall & now the PTO is stuck ??

I don't see how that is possible unless the trans is really low on oil. You may have to pull it off and have a look see. It's only 6 nuts/bolts, the shaft and shifter cable, plus a drain pan to catch the oil

I had this problem with an NV4500 I bought to rebuild. The shifter stub was bottoming out. Couldn't shift and it seemed frozen. I made a stainless steel shim that lifted the stub a little and it shifted smooth.
