Im in the last stage of getting my truck to bare metal. The hood is my last big piece and I started removing paint yesterday. This truck has OE paint + 1 respray + 1 cot of old primer on it.

There are tiny rust patches (not exactly pits) all over the hood. My roof skin was the same, as was the cowl. The horizontal surfaces have much more than the doors and fenders did. These are just into the metal enough that my surface prep discs wont take it off.

This is too much to hit with my spot blaster and I plan to have the hood media blasted professionally.

Is this type and quantity of rust normal? Aside from the obvious scratched areas, how does this form under the paint?

At this point I am planning on buying a repop hood. The surface rust on the inside of the hood is too much to handle with my spot blaster and the professionals I called are 3 weeks out.

You may be real disappointed with a repop hood..
media blasting can make a mess of it if they dont know what they're doing..
But if they do blast it, then lay down epoxy primer followed by high build primer and most of that will disappear..then if you still see any spots, some metal glaze filler followed by more high build will do the trick
It looks to be in pretty good shape otherwise
I've been watching videos put out by Wray Schelin ..he really likes using naval jelly..I've never used it myself though so I have no opinion on it

Okay I'll bite. Strip the paint off with the disc. Invest in a quart of rust remover / metal prep which will dissolve the rust and leave a zinc phosphate film which will inhibit further rusting While you have the hood off dump the rust remover prep down into the seams because if it rusts that's the first place it'll go
. Seal it ,and Prime and paint it. If you use a coarse Grit 80 be sure to apply enough coats of primer and sealer to ensure that you do not get sand swell marks after you paint the vehicle. Having painted for the last 40 years I cringe when I think of people using 80 grit but that's the common advice today. if you decide to replace the hood for replacement panels , asked around, to make sure it fits properly a lot of them don't.
