Looks like a 1978, built in Fremont.

Agree;

C= Chevrolet
8 = 1978
Z= Fremont
217986 = serial portion of VIN, starting at 100001

Here's the rub: are you sure it's a Blazer frame, and not a pickup?

All square utilities were built in Flint Michigan, not Fremont.
