63 Panel clamshell tailgate jammed
 

The tailgate on my 63 panel simply will not open. I have removed the access cover for the latch and it seems to be fine. For some reason the catches on either side won’t release. I have tried manually releasing them both from inside the latch access cover and at the sides with no luck. I am wondering if anybody knows any tricks?
