How bad is this frame rust?

Found this hole on the rear of my brothers Tahoe. Its right behind the passenger side spring perch, and below the body mount. I am thinking I will have to drop the tank and pull the bumper and hitch, then weld in a plate in the hole from the rear, then put on a bigger reinforcing plate over that, then hit it with alot of Rusoleum.

The hitch looks like it has held up way better than the frame.

If you have skills, you know what to do. Around here....well, we don't see this very often unless the vehicle came from out of state. Salt sucks.

Good luck.

Yea the combination of driving on the beach in Nags Head NC every year and the salt on the roads in New England have taken its toll on the truck. Here is a picture of the rocker, which isnt too bad but needs attention none the less.
