I have heard this rumor of "rough ride" with the bags mounted over the axle.... I have never had this experience, and have been mounting sleeved bags like this since I first got started. I prefer a rolling sleeve over a double convoluted on the rear hands down. There are pros and cons to both, but in my experience, ride quality is not a con for mounting a sleeved bag over the axle.
