I meant to reply to this earlier. It's not normal. At least not that I've ever heard of, but Chevy has done stranger things. They appear to be mismatched spring perches. Which would make me wonder why it was done, but unless you know the previous owner you'll never know the rest of the story - Paul Harvey is dead. But as long as it was done well, don't worry. Check the welds. If they look good, don't sweat it.
