It's all in how you prep the metal, if you grind or clean all the rust off and don't use the prep solution it will peel, if you give it something to hold on to it will last a long time and you can paint over it.

My frame was freshly sandblasted. if i would have known i would have just used a catalized paint. instead of a just brush it on straight out of the can paint....
Or if i would have sprayed it down with water and let it set a day or two to let it build up a layer of surface rust it would have been ok. POR stands for Paint Over Rust, which is what its designed to do. not POCM
on all my other projects i use a black acrylic enamel. havnt had any problems with the last 3 or 4 done that way.
