A 12" wheel does = 13" lip to lip as the tire bead needs approx .500" to seat.
As for calculating tire sidewall 'bulge', it can be done using other possible combos to get a visual 'feel' for how much room is necessary (a 315mm tire on a 12" wide wheel would have 'bulge' comparable to a 265mm tire on a 10" wheel etc....).
Ray, have you considered a 20 (or 22) x11"?
