That's 3M Bondo Glazing & Spot Putty
It fills in small imperfections, scratches & pinholes in body filler. It doesn't require much and what you see in the picture most of that is sanded away. I have never had any problems with the stuff. If you try to use a lot like it was a regular filler it will shrink and stretch and pull away. RED LEAD is probably another name for it. I don't know. I know the other pictures of the fender have nothing to do with what you asked me , lol. I forgot to put them up Thy are just a continuation of the last pic. of all the bondo being removed and bad metal being cut out from the front fender, gona make a patch and weld up that hole.
