Your gauge and sender may operate thru different Ohm ranges.
Do you have the packaging, it may give the ohm range on the box or paperwork. You can put the model numbers into the internet and search that way too! For example "VDO 301-106" is a 0-90 ohm gauge that requires a sender that operates at 0-90 ohms or the gauge will not read correctly.
