jlsanborn - My side bracket had the same issue (along with another) but you can see it in the attached thread:

I filled the holes and used the lower bracket to relocate it and drilled new holes in the proper position , but I also had to do some additional mods to the Bracket
BustedTruck - also had your issue here :

and they swapped out the bracket and believe fixed his problem
