Did you use stripper? Looks from the pic[but kinda hard to tell] might be stripper residue. That stuff is hard to deactivate and has no rhyme or reason to where or why it leaves residue like it does or when it does, I just don't know there is some unknown variable like humidity or temp that has not been taken into consideration.If it is not stripper, I might need a different look at the pics but in a rush now leaving for church.
