I did some more looking and the service manual is worse then worthless, it has the actuators labeled wrong. Now I see why people get them so confused. If it is wrong in the manual, every place that uses the GM service manual as a source will be wrong.
I am still looking for more information.

Did you give the model, year, engine, fuel system type, and transmission information?
If it is modified from what came stock from the factory, let us know that too.
