Drill your 'corners' of the notch area & cut to them (helps prevent 90* sharp angles for a stress crack to form).
Bolt-in is fine but if you get an opportunity @ a later time for some 'insurance' welds, they certainly won't hurt (unless the next owner wants to remove them for something different).
Good drill bits & some cutting fluid to help keep them cool.
