I agree he's prob capable enough of putting something together tho, but personally I wouldn't try to "learn" mig welding on tube, for a turbo application.
Starting with the truck manifolds, some flanges, a bend kit like Tiny posted, your already well on your way. Used Holset's can also be nice if you want "factory" type parts.

You can run mild steel for the cold side too. I'd get it coated so you don't get anything flaking off into the engine. You could also make a mock up piece in cold and have someone do it in aluminum (too much effort for me though).
I agree about the learning to weld part though. Welding tube isn't too much different once you know how to weld but learning on a curve is just making it harder on yourself.
