No washer gets installed there.

The crush tube will bottom out on the machined collar of the shaft.

Make sure the bushing shoulder seats against the outer edge of the control arm pivot tube (the machined sleeve that the bushing slides into) then tighten her down until the crush tube seats against the shaft.
