Much like a BBQ rotisserie, its a frame that you bolt the tub to that will allow you to roll it all the way over so you can work on the bottom and all sides.

I see them on classic car restortion shows all the time.

Stacy on TRUCKS put his Ford Bronco on one so they could media blast and paint the entire tub.
