The rolling 40 year rule was for RFL exemption (Road Fund Licence) road tax by another name. The annual fee is between £0 and about £1000.00 dependant on emissions. Successive governments failed to implicate it though , I think currently pre 1975 is considered an historic vehicle so no annual RFL. The annual MOT or roadworthiness ( do I win anything for a 14 letter word?) exemption is for pre 01/01/1960 though. In the UK it is a legal requirement to either tax (RFL) your car or declare it as SORN( Statutory of road notification). This can be done online. My truck is £0.00 per year and can be driven in Londons congestion zone for free as has LPG. At 15mpg this does make me chuckle as the squirrels fall from the trees as I pass by.
