I'm not clear on the question referencing a '67 harness. If using an LS motor, are you not using an LS harness/PCM? If so, are they the ones that originally came with that motor?
Coil packs should be getting voltage while cranking.
Also, if the motor was sitting for a long time, it would be worth checking and cleaning the injectors. I doubt they would cause a non-fire situation but clean injectors will definitely help it run better.
