I'm not sure what it does chemically (if anything) but I like the results. I have used it on surface rust and oxidized paint with 50% water, worked every inch carefully by hand with 0000 steel wool. If you get too aggressive even the 0000 can leave behind marks, so you have to go slow and keep it wet. Followup with wax (or clear coat) really makes it shine, although if the surface is not really smooth the wax leaves behind residue. So if there's any pitting you may want to avoid wax. It does take off a thin amount of paint, so be aware of that. Here are some examples...
