Maybe that is just the way they are supposed to work? I am definitely interested if a new booster helps yours.

The best way I can describe it: It has functioning power brakes for most of the pedal, but feels like manual brakes at the bottom. It takes a lot of foot to make a complete stop, and there is no way to make a sudden emergency stop. They feel even less safe going downhill. I cannot lock up the tires no matter what.
