My 71 truck used the same screws for the jack accessories spring, the heat shield and tailgate handle. I'm only guessing this truck used those screws on the top for the tire carrier. I see my OP is wrong, I recall removing the original carrier and hardware, it's more I threw it all away Installing another, got to have a P13, or whatever it is The truck will likely never see a spare though
