Yes that's it. Once you insert the shaft into the wheel and into the arm of the regulator you smash the end over to secure it. I used my bench vice under the arm when I smashed the end over with a punch. I grinded off the old one from the regulator arm. You probably already had that figured out.

Also come good grease in the regulator track helps.
