The in cab tank for 60-66 doesn't have a vent in the filler neck, but on the Suburban and Panel tank that's under the rear floor, it did have a vent tube that runs from the tank into the top of the filler neck.

A vent is good because it allows the fuel to expand and contract with the temperature without building too much pressure inside the tank. It'll probably help with ease of filling since the air being displaced by the fuel can go through the vent instead of out the filler neck that the fuel is trying to go down.

There's probably some other science-y reason I don't know about
