Maybe your reverse/neutral safety switch on the steering column has dirty contacts or it is out of adjustment. Do your reverse lights come on if you move the shifter lever slightly away from the reverse position in either direction? If yes, then you just need to adjust the position of the switch. If not, then you could jump the light green and dark green wires together on the switch connector with a short piece of wire. If the lights come on, then you know the issue is with the switch.
