The clear will have to be stripped. The exposed base coat will be UV damaged so it needs to be thoroughly sanded to remove the damaged base. Then shoot it with sealer, base, and clear. Be sure to use a good quality clear and spray at least the minimum amount of coats required to provide adequate UV protection or the new base will fail and the clear will peel again.
