Soak the bolt in PB, Coke or your own personal concoction of releasing fluid.
Clean the threads as best you can.
Put 2 nuts on bolt and lock them together.
Put ring spanner over both nuts.
Use force to break the bolt free from its rusty grip.
Once it turns use your best Tanya Harding to knock it through from the bottom.
