Looking at your picture above, it looks like you have the middle left bracket, not the first row left bracket.

My guess is, without having the balancer and the water pump pulley that have the gap in the middle, it won't line up.

Things you could try:
Double press on pulley(not sure which one)
Pump with bolt on pulley(not sure which one)

edit: I was working on my response when lockdoc replied. Locdoc have you got part numbers or vehicles that use the different types?
