Just saw this post for the first time. Nice project you have going on!
It is true about the neighbors, as long as they are cool with you they won't report any problems and the city/police only care if someone reports a problem.
If you need any help, let me know! (Disclaimer: I don't have a mechanical bone in my body, but can be used for "help me lift" "hold this" type work.)
