I've had decent luck by sanding with 36 grit or scoring with a razor blade and soaking with lacquer thinner, quickly covering the panel with plastic to keep it from evaporating. The scratches help thinner soak in deeper and lift the lower layers. Works to soften and lift older paint, not sure that it would work on newer catalyzed urethane paint/primers though.
