There is a check valve in the pressure port of the power steering gear. If the check valve is damaged or incorrectly put in upon the rebuild it can severely restrict the flow.

I had this problem on my 59 4wd. The hoses and pump got so hot you could not touch them. I removed the check valve and problem solved.

However the check valve has a function of reducing steering kickback should you hard hit something like a curb with one tire.

Get another power steering gear or remove the check valve. It is less than a quarter inch diameter circle. You can see it if you remove the pressure hose.
Hmm, so it sounds like the box. If I take that out and it works, I know the box is the culprit?
