A large adjustable wrench works pretty good for straightening out bends that are near the edge like that. Open the jaws just wide enough to fit over the edge and use it to bend the metal back into shape. Don't try to bend it back straight in one shot since that tends to cause the wrench jaws to introduce extra bends/ripples into the metal. Instead, just bend it back a small amount, working you way back & forth across the damaged area, until it's straight.

Another method that works pretty good is to use a large heavy duty C-clamp along with a chunk of thick steel ... something considerably thicker than the bumper (or whatever you're trying to straighten) so it doesn't bend instead.
